You should be aware of this difficult issue which is one of the questions to be included in the financial discussions settlement. The position is as stated in Mr. Fairclough's opening minute of 14/2 on this file.

I agree with Mr, Bourdillon that there is little to be gained by contacting Hong Kong again in this matter. Hong Kong seems to choose to stand on the strict literal interpretation of the Financial Settlement and on that basis they have a clear case, though, for reasons which Mr. Bourdillon points out, this is perhaps unfortunate.

We should be glad to have this file back for considera- tion at the meeting tomorrow with Mr. Bourdillon.
